Despite his assurances, Abbott has made the targeting of undocumented immigrants one of his main priorities while in office. This summer, Abbott signed into law Texas’ State Bill 4, the so-called “sanctuary cities” bill, which would expand law enforcement tools to check—and act upon—the immigration status of people it arrests or detains.

It was fear over SB4, set to go into effect this week, which prompted Mayor Turner’s wholehearted defense of his city’s immigrant community during Harvey.

“I don’t care who you are, I don’t care what your status is,” Turner declared. “I do not want you to run the risk of losing your life or [the life of] a family member because you’re concerned about SB 4 or anything else.”
